Uses for Street Swept Sand

Looking to use this material to build up 3'-6' of fill atop well-draining soil to expand a gravel residential parking area. While sand isn't the best fill material, will it work in this scenario? If not, any productive use ideas for this material?

The material is a mixture of sand/gravel swept from the streets after winter use. It certainly isn't the cleanest material but should be good for something as a secondary use???

Have the sand tested first for pollutants. Then check the gradation of several samples to check the consistency of the material. Last, check the stability of the material for use under a pavement. It will probably need to be supplemented with other materials or asphalt emulsion to provide good stability.

Should not be used as play sand or fill for playground.
 
To clarify, the finished surface will be a crushed aggregate like the rest of the parking area, not pavement. Good recommendation to have it tested for pollutants. Thanks.
