Is it common practice to use bundled reinforcements, such as using smaller diameter bars banded together instead of a larger diameter bar, in spread footings? Specifically, if a diameter 14 bar isn't available, can diameter 10 bars be bundled together? Also, when calculating the size of the footing, can the area of bundled reinforcements be considered alongside standard reinforcement sizes?

Bundled bars preferred in cases large dia. ( greater than 32 mm) is required , since construction and detailing of large diameter bars are more complex cannot be lap spliced. The common practice , the nominal dia . of bundled bars should be less than 65 mm.
In your case , the use of 10 mm dia bar instead of 14 mm can be used with adjusting the spacing of the bars .( say if 14 /150mm is required , you may use 10/75 mm )

For isolated spread footings (footing size less than bar length such that splices are not required), substituting a bundle of smaller bars for larger bars is relatively simple. (Or, as HTURKAK mentions, you can use the smaller bars with smaller spacing).

Bundled bars really only become challenging for very large reinforcement, complex bends, or when lap splices are needed.
