using catiav5 licenses at other company premises 1

Can one organization take catiav5 licenses at other company premises? I know answer would be no. But I am surprised.
I have one vendor who says he got certificate from his VAR/Supplier here at India that he can use catiav5 at our premises. And he is ready to give us certificate from that supplier as we would like to avoid issues from our side. Is he giving false information to us.
I wish peter Guy sees this and gives his valuable comments Please. I would appreciate.

Im sure he can do a demo or show you some tips/tricks but he is not allowed to do any kind of work for your company with his license.

Well thats what I would say is allowable and what isnt.
