Using damaged shell course after repair 1

One of the tank collapsed during construction due to severe winds. Contractor , disassembled all the damaged courses ( courses were out of shape, had deformed ) , re - formed it using mechanical presses and re constructed. I want to know, if it is ok to use permanently deformed plates to re shape and use ?

Generally, yes in the sense of being structurally adequate. The biggest issue is whether the appearance is adequate to satisfy the purchaser.
 
On a related occurrence but not dealing with storage tank, a large aluminum plate had creases from being damaged and it was straightened with a roller press, however the plate developed a kink which was eliminated by cutting out a hole in the center of the plate.
