Does anyone know of a way to constrain a curve by using a length? So say you have a spline between two points and you need the curve to be a specific length... Is there a way to define that length and force the curve to be that long?

In sketch mode, select all the elements in your curve. Pick edit/convert to/perimeter. You will be prompted to selected a dimension that the system can vary to achieve the perimeter. A perimeter dimension is created and the selected dimension is changed to varying.
