Using prestressing strands as reiforcment

I am working on a project that has a large foundation. I am using 14" piles for support. The contractor would like to cast the piles longer than required and crush the top of the pile to expose the tendons and use them as reinforcment extending into the pile in lieu of drilling and grouting conventional rebar. Where in AASHTO or ACI or even PCI can I find information on how much of the strands should be exposed?

soory too late for reply, but for future reference...... I would not use this technique. First cut off the pile (including strands)at the correct level. I would then place sand into the pile up to a pre-determined level - perhaps 1.5m below the underside of the foundation. Then place a rebar cage inside the pile with an L or hook detail at the top to tie into the foundation rebar. Ideally the inside of the pile would be roughened (scabbled) to form a bond between the pipe and the insitu concrete.
