Using Resource Function for Tooling/Equipment

Has anyone used the resource function to manage tooling requirements in their project. If so, was it organized using the material option or Work?

i think it depends on how the tool is used it could be work with a fixed plus variable rate or either of the two
it can also be a cost resource
As a material i think you need to very ingenious to figure out a a label and cost for it
