I am new to Catia so this may be a simple question.
Is there a way to replace a component in an assembly using the replace command and have that new component come in and maintain links to parameters or formulas within that assembly?

Yes if you use published elements when setting up the constraint, but the publication has to have the same name in the old part and in the new part.
