Utility requirements during construction of a refinery project

Hi,
how do you determine the amount of utilities during contruction of a refinery revamp project e.g construction water,utilities.
do you have some rules of the thumb to do this?i need this information so that this utilities are available during the revamp without affecting the refinery operations
please help

No rules of thumb that I know, just have to do a quick study for power, air, and water and determine how much of each is required based on the man power, equipment & work that will be done/used. Then determine if the exisiting plant has excess capacity and can provide or if you need to set up temporary gen sets, air compressors & water tanks.
