UzTr 427-019 - Uzbekistan Pressure Vessel

I'am trying to understand the design requirement for a pressure Vessel for Uzbekistan.

I understand that UzTr.427-019 is mandatory, but in that code i can not find information about the Design Code.

I've already worked for Russia project so i know GOST 34347 and GOST 34233, and i know that Uzbekistan is not under EAC, but has similar requirement as Technical Passport.

My queries is: Technical Passport for Export in Uzbekistan is mandatory, but is not clear the design code to provide the calculation, can i use ASME VIII Div.1 or is mandatory to use another code?
About manufacturing GOST 34347 required different type of test base on the Group of the Vessel, is there something equivalent for Uzbekistan?

In UzTr.427-019 i found the following document list, but no one is applicable to my case: PV with liquid that is water.

My experience of the "stans" is that you need to employ a local company who is familiar with the local codes and also approvals required to pre check it before submitting to the relevant authorities. Hence ask them what is acceptable. Some of the requirements are unreal and about 50 years out of date, but you have to do it.

Certain companies can get exemptions to use e.g. ASME VIII if the project is big enough, but you've got to be an Exxon or Chevron to do that.

In general they have reverted back a lot more to the codes they were familiar with from the Soviet days, with sometimes some minor modifications they have come up with themselves.

No one knows codes like the locals.
 
I have limited experience with "stans" region. Below is what I have learned. Sorry for language, I have rare practice in english.
1/ Local compliance codes are written not to ensure compliance but rather to maintane some level of justification for bribing local officials. This means it is not important to have a correct code implemented or incorrect. Important are you in an attention focus of a governer or in a gray zone. Whether you will implement a code that does not comply with the local compliance code you have a high chance of obtaining all necessary certificates and approvals.
2/ You have found the incorrect doc. The compliance list is presented in another document
According to this doc PV strenghth calculations should be provided as per outdated Soviet GOSTs 14249-89; 25867-83; 25822-83; etc.
3/ UzTr.427-019 is identical to EACU TR CU 012 and therefore the local tech authorities believe that the certification procedure is similar to EAC. The compliance list above is not a mandatory and importer has the discretion to certify the PV based on any industry accepted international code. ASME or EN or GOST it does not matter.
4/ A local certification contractor is definetly the best option. Note that the certification cost in this region can be up to 10% of the PV cost, which is normal. In CIS region I have seen many times cases where the certification has doubled both the price and delivery time of equipment.
