V/Hz Setting on a generator relay

Looking at the V/Hz setting on a generator relay I believe the setting to be suspect. they use a inverse time curve for the V/Hz trip which has a delay of 45 seconds!!!!!!!

At this time delay, the relay would not trip until 2.3 minutes has passed at 115% pick up!!! The settings of this relay match an example in the relay book. the problem is, the setting in the Instruction manual utilizes a definate time operation, yet the relay uses these settings but instead of using a definate time curve it uses a inverse time curve.

any thoughts?
