In 2 KL reactor there is 700 liters of dicjoloromethane density 1.326 and having dip pipe connected to addition pot and at 2 meter height addition pot there is 600 mm Hg vacumme is locked.vacuums valve is closed.dip pipe size is 1.5 inch .
So what is calculation procedure to calculate whether dicholoro methane is sucked when valve is open.?

Dimensioned sketch/drawing or P&ID true to elevations is needed.

So you have 600mmHg vacuum pressure in the higher pot. What about minimum pressure in the lower pot? Also state range of levels in the reactor and upper pot.

Differential pressure between the low pressure and pressure on the top of the liquid converted into static head using density.

A very simple calculation.
