Vacuum Relief on an API 12D Tank

I have an some API 12D tanks (10,000 barrels). According to API 12D, the design pressure of the tank is 3 oz., and the allowable emergency relieving pressure is 4.5 oz.

When it comes to vacuum, API 12D is not so clear. It states that the design vacuum is 0.5 oz., but unlike the pressure relief case, it does not state whether the emergency relieving pressure under vacuum relief is allowed to exceed 0.5 oz. vacuum. The reason I am asking is that all the PVSV manufacturers offer products that cannot be set for a vacuum relief below 0.5 oz. vacuum, so the relieving pressure under vacuum relief will exceed this. If the answer is that the pressure must be set at something lower (0.3 oz. vacuum), does anyone have a suggestion on a manufacturer who offers such a product?
