API 2000 and/or NFPA 30 contain atmospheric tank venting requirements.

The basic concept is the normal vent needs enough capacity the air/fluid going in/out the tank during worst case normal operation, and the emergency vent needs to be sized to prevent the internal pressure from exceeding the MAWP, with factors taken for fire-rated insulation and fire responders.

The first step here is to determine the maximum inbreathing and outbreathing flow rates (thermal effects, filling/emptying of tank, ...). Based on this information and the MAWP of the vessel, the vent can be sized. The length and size of the vent determines the maximum over- and underpressure inside the tank for the given flow rates.
