Vertical Justify not working in Solidworks

Having a text justify issue. On my PC, my dimensions show up just fine, centered and all. Centered left to right and vertically. However, my justify buttons have no effect on the dimensions.
On my co-workers pc, their dimension justifies down, and the buttons also don't change anything. I can't find the setting anywhere that actually affects the vertical position of this text. Even the co-workers justify is shown as centered vertically.

SOLVED: FIGURED OUT THAT THE DRAFTING STANDARDS WERE SET DIFFERENTLY. APPARENTLY IN ISO, THE JUSTIFY BUTTONS HAVE NO EFFECT. NOR DO THEY AFFECT THE VERTICAL TEXT POSITION IN ANSI EITHER.
