VGO and Hydrogen Prices 1

I need to know common prices for Hydrogen and VGO.
I'm working in a desing group for a hydrodesulfuration plant.
The flows are:
VGO 69MBD
and we are still thinking of the H2 flow, the only thignk we know for sure is that it is 99.9% pure

Pricing is site-specific, and depends on the particular situation of the refinery, whether hydrogen is imported or locally produced in excess, and whether the plant has an FCC unit or not. I remember an old costing system of some 20 years ago that may be applicable also today:

Hydrogen: on a mass basis, 11*price of refinery heavy fuel oil (HFO); hydrogen-rich gas was produced in a catalytic reformer and delivered at 20 barg at ambient temperature.

VGO: as FCC feedstock, estimated backwards from the economics of this plant. Alternatively, as a viscosity blend of gas oil and HFO, which resulted in lower price levels.
