Vierendeel Truss - ASCE Seismic Design Response Coefficient R Value

I'm designing a Pedestrian Bridge linking two buildings. I am using a steel Vierendeel Truss for my gravity and lateral system.
From ASCE 7-16 Table 12.2-1, what is the appropriate Seismic Force-Resisting System and its corresponding R, Omega, and Cd?

Is C.4 Steel Ordinary Moment Frame or C.2 Steel Special Truss Moment Frame appropriate?
 
I would say that it is definitely not a special truss moment frame. That's a very particular system for a very particular application. I can see why one might be drawn to that though.

I feel that conventional moment frame approaches make more sense for something like this. The degree of ductility to pursue being up to you.

Your design will be a bit atypical in the sense that your joints will have significant moment in them from gravity load as well as seismic.
 
Ch 12 is for building structures, floors, walls, frames, etc.
The premise of your question suggests that you are treating the bridge itself as a building structure.
I don't agree with that premise at all. I think of the bridge as a component.

You may consider reading ASCE 7-22 Section 11.1.2 which defines the scope of the seismic requirements.
