VIII Div 2 Annex 3-F Equation 8

Working through my first Div 2 fatigue analysis, I noticed that there are no statements or provisions to take the fatigue limit into account. Additionally, the equation behaves oddly below the fatigue limit.

Can anyone shed some light on why the code just ignores this? There were no interpretations that I could find and this annex was entirely rewritten for 2017.

The Code Committees are aware of this issue and are working on addressing it. In the meantime, for your situation in Figure 3-F.3M/3-F.3, please use limits of 93.7 MPa (13.6 ksi) < Sa < 6000 MPa (870 ksi).
