Visible Layers in work part but not in assembly

I come across this all the time with outside designed projects.
I use layers to create cutter sheets to use thru several parts. I put it on a layer (say 71) and edit my part.
Than I go to the assembly and go to turn on that layer 71 to steal it for another part and the layer is empty. If I make the edited part my Work Part in the assembly the tree has layer 71 in it and is selectable to turn on in Layer Control. But as make some other part the work part or even make the assembly my work part the item on layer 71 disappears. I go into Layer Control and it says nothing is on Layer 71. I still make it selectable and still nothing.

It's these multi-leveled, buried options that drive me crazy with UG/NX.

Look into the help files on reference sets.
The cutter sheets need to be included in a reference set and that reference set active for them to be present. Easiest method would probably to set the reference set to entire part, unless that becomes too unwieldy from all of the entities that will appear.

Basically the standard setting for reference set Model is to only (automatically) hold Bodies...if you want to have other elements in your reference set model, you need to add them manually.

In the Assembly, if the geometry you need is not in the selected reference set for your component, you will not see it..that includes the layers...

Thanks. I forget about Reference sets since I avoid them as much as possible.

In addition to reference sets, also check the "layer option". When you add a component to an assembly you will find the "layer option" in the "settings" section of the "add component" dialog. If you choose the "as specified" or "work" option, objects in the component will show up in the specified layer of the assembly and not necessarily the same layer they are on in the component part file. If you would like to change the layer option after adding the component, go to component properties -> assembly -> general and change the layer option.
