Voltage Controlled Oscillatoing Transceiver (VCO) 1

I need a voltagle controlled oscillating transeiver that costs $10 to $15 ea. Is that possable? and where could I get some? The VCO Tansceiver needs to be tuned to 10.525 GHZ. Any info is appreciated.
