Voltage drop issues

I would like to better understand the effect of voltage drop has on equipment and insulation. Would running a piece of equipment at lower voltage (due to voltage drop on improperly sized cables) necessarily damage that piece of equipment permanently? Does anyone have any real-life experience?

Thanks alehman. I always thought the motor will always be running. Now it seems like the motor will only be on when suction load applies. If that's the case, since we are supplying a step-up transformer 208-240V to feed the pump motor, the start-stop-start-stop of the motor will require sizing based on Lock-rotor current of the motors. Does that sound right?
 
I think a boost transformer sized for the motor running load per NEC would be adequate.
