VR stamps applied at the same time with V/NB stamps

Dear Gentlemen,

Safety Valves were delivered to site (and installed) without V and NB stamps on the nameplate due to the reason that it will be tested on site (set pressure). Repair/parts replacement was carried out on the valves before the test due to the leak observed in the other units. After the test in the boiler where the safety valves were installed), the vendor installed the nameplate with V and NB stamps plus the nameplate with VR stamps.

Is there any possible reason for the vendor why they applied VR stamp at the same time with V/NB stamps?

as you mentioned, the VR stamp on valve was because the vendor repaired the original valve with new parts. It's the procedure to keep a complete shop record. Isn't it?

My undestanding is that VR stamp is not necessary when the repair is carried out before the application of V and NB stamp.

The repair was carried out 2018 while the test was 2019. The nameplates with stamp VR and V/NB were installed at the same time after the test.
