wall rebar spacing

ACI 318 says that vertical and horizontal rebar cannot be spaced more than 3X wall width nor farther apart than 18 in. Do you apply this on foundation on basement wall also? Is there an exception?

I don't believe there is an exception - unless you can prove it works are structural plain concrete - but then you wouldn't need any bars. In what instance would you like to space your rebar farther than 18"?
 
If my memory serves me correctly, the IRC allows rebar spacing in home foundations up to 24".

The 2003 IRC allows a spacing from 16" up to 48 depending on soil type, fill height and wall height. Since "plain concrete" may have a minimal amount of reinforcing in it, I think that ACI would define the IRC wall "designs" as plain concrete.
