washer size for light pole anchor bolts

Trying to decide what washer to use for 40' and less light poles. F1554 list F436 unless used on anchor bolts or installed over base plates. Then they may require design consideration. It refers to AISC design Guide 1. Table 2.3 in this guide list a thicker washer than we see in the industry. Light pole base plates have large slots to accommodate the anchor rod and a generous tolerance for installation. My understanding is the thicker washer was required due to the over sized hole. Does anyone have any insight what design considerations would allow the F436 washer verses the thicker washer from AISC?

Do light poles have oversized holes? It's pretty easy to nail the anchor group placement for a light pole as the global position of the group isn't near as critical as it is for buildings where you need columns to be spaced the correct distance apart. A light pole doesn't generally care if it is 1" over from where originally planned.
