We work in Indian forests to prove drinking water for wildlife by installing solar pumps in bore-wells and bringing water to the surface waterholes. We also simultaneously give water to forest outposts for field staff. We have a problem: the field staff use the water pumped out by the solar pumps, but don’t turn on the valve to supply the waterholes. Please give your suggestions to overcome this, thanks.

How about a valve that is spring loaded to return to the correct position?
 
ball valve like they use for livestock water troughs (or toilet cisterns)
 
Install solenoid operated valves that open when the bore hole pump is started.
 
hire an overseer and flog them methodically
 
Re-divert supply only to the animal outlets for awhile, this might - and I stress might changed the behaviour.
