I am designing the slab for a water fountain (See attached elvation). The diameter is 7m. I would appreciate any help determining what the best way of designing it might be. Can I model it as a shell element in SAP2000?, can I treat in some way as a retaining structure?

You can use a shell element in SAP2000; subject the inner side of the elements to the hydrostatic pressure, by level of rings of shells, perpendicular to the shell, outwards; plus of course any other loads for maintenance etc. Do not forget snow, ice/icicle formation depending upon the zone.

You may want to forfeit the ice pressure with some flexible liner but maybe that is not in the mind of the designer.
 
I modeled the fountain as a shell element in SAP2000. Subjected the inner side of the elements to outward hydrostatic pressure.

I used a slab thickness of 10in.

Total maximum deflection = 0.05 in.
Maximum Shear @ d (Vmax) = 16.50 Ton/m (Which I used for for two-way shear check).
Mmax = 30.87 Ton.m/m

I used #4 @ 6" o.c. each way for reinforcement at top of slab.
#4 @ 12" o.c. each way for reinforcement at bottom of slab.

Any comments would be greatly appreciated.
