Water Puddling up through Garage slab

So my garage about 8 months ago started having water puddle up inside on the concrete. Lets say its approx 4 feet from the Property Line and Garage wall. And about 2 feet back from the garage door. The only side of the garage that isn't surrounded by concrete is the neighbors side. Also no utilities running through the driveway or this side of the property. No leaks from the garage roof and the water doesn't come in through the garage door.

Now we went next door with the City Engineer and noticed a planter raised about 1foot above the neighbors normal grade and it has been collecting water every rain. No drain holes in the small brick planter. And the grade is now facing towards the garage wall. Also there are a couple trees which basically let no sunlight hit this area. So the planter seems to always be mushy from what the neighbor said. Now there is a pool about 10 feet away that has a possible small leak for who knows how long.

So we are at the end of a Cul-De-Sac on the downhill and the neighbor behind is about a 6' drop with a retaining wall (neighbor's property) that is failing.

The house is now 61 years old, I am pretty sure all of this construction was done 60 years ago.

I knocked out part of the brick planter so during the next rain the water has a path to travel out of the planter and not just pool up 4"+ in there.

After reading this, how should I go about dealing with this? Any suggestions?

After 60 years, it sounds like your foundation drains may be either plugged or non-existant.

If you would prepare a small plan drawing, with some elevations shown, as well as get some photos, I'd be more likely to understand your situation.

It sounds like it is related to rainfall periods, not ground water, but a fix may be difficult with out some re-grading of land. If it is only recently, what changes have taken place in the area?

It's supposed to rain Monday so I want to see how that affects the area. I will get some pics put up Monday with a rough drawing around the whole garage.

Another thing is that the neighbor will let me do what I want over there, I just have to pay for the fix which seems a bit unfair. So me digging is the best solution if you can think of any.
