Weld-fabricated Valve Material

Would a 5000 psi rated valve fabricated from a butt-weld body of 75K material and weld-neck flanges require the flanges to be 60K or 75K material? According to API 6A -19th edition Table 4, a flanged “Integral end connection” must by of 60K or 75K material, though butt-weld 5000 psi flanges are commonly only available in 45K material. I have considered the weld-fabricated body to not have “integral” end connections, but I’m not sure of the definition of “integral” in this context. Could I assume that the intent is to constrain cast alloy integral-flanged valve bodies to 60K or 75K material?

API spec's out 45k use for weldnecks being sold loose, since most likely will be welded to pipe.

If you are designing a product and can select your own materials being welded together, there is no problem making the flange at 75k to match your body.
