Welded head joint efficiency

I have one vessel 3.3 meter dia with welded heads and shell.

Client has specified that the vessel is spot radiographed . Also, they specifed the joint efficiency of heads is 1 and shell is 0.85.

What does it means ? Does it means that only A joint in the head will be fully radiographed ?

Also, when it comes to calculate thickness of the heads and MAWP of heads , joint efficiency of 1 to be used?

Is the vessel R4 stamped?

Is this a Sec VIII-1 application?
