Gentleman ,
I am going to start y saying I am NOT a AWS code guy ( ASME / API ). I have a client that is building some A36 structural pipe supports with engineered documentation that calls out all welding Shall be IAW D1.1. They have selected a fabricator who qualification base is all D1.5 for LH welding. The fabricator is telling the Client that the D1.5 qualifications allows them to weld D1.1. I have looked through D1.1 and I can not find anywhere where it states or even ties itself to another refencing welding code as being "reciprocal".

Am I missing something ?

Thanks for any guidance or direction that can be offered

AWS D1.5 has similar acceptance criteria to D1.1 for welder qualifications; however, D1.5 does not cover pipe or HSS shapes, so for your particular case, probably not equivalent.

The ERO can grant a variance if you wish to go that route.
