Welder qualification for repair 1104

Dear Mates,
Please I want ask our welder is qualified for welding main pipeline as per 1104.
I want ask if is able to weld repair welding in the same pipeline .

Please post Clause 10.4 so we can see what it says.
I may have a very old edition.
If a welder qualified to weld on the mainline cannot perform the repair then who can ?
