which is the range qualified by a welder that makes their test coupon with number P1 to P1?

P1 through P11, P34, P41 through P47, and unassigned material of similar chemical composition
 
Just to clarify a little more,

The above is true provided all other variables remain the same.

AN example would be a P1 to P1 GTAW using F-6 ER70S-2. The welder would also be qualified to weld P-8(304ss) to P-8 with 308L (F-6) .

Change the process to SMAW with 7018 and the qualification range for SMAW filler metals changes and the welder would not be qualified to joint the P-8 to P-8 with SS Filler metal (Normally F-5 Austenitic)

I have to qualify WPS with impact at -45°F, and hardness not to exceed 200 BHN.

MAterial used is SA 516 Gr 70 1" thk plate.

Weld material for GTAW is ER 80 S Ni 2, and for SMAW is 7018 - 1.

do I have to do PWHT of the coupon to meet the hardness requirement and what will be it effect on the Charpy Properties.
 
Based on your information, to meet the HAZ hardness requirement of 200BHN, you will need to PWHT the weld coupon. The affect of PWHT on impact properties is usually beneficial, meaning that you should be able to achieve the impact requirements at -45 deg F. The PWHT will have some affect on the tensile strength of the weld metal, so be aware. With a maximum hardness requirement of 200 BHN, you should be ok.

Aren't your responses correct only if the WPS to which the welder qualified also included these additional base metals. If the WPS included only P1 material, would the range of qualification still be as you stated?

No. The welder does not qualify to a WPS . The welder uses a WPS as a guide when performing the test. The variables listed for performance qualification that require requalification do not include WPS.
