Welding Allowed maxium oscilation in SMAW vs GMAW

Why in SMAW process the maxium oscilation is 3 times the electrode diameter and in GMAW process is 8-9 times?

Ussually SMAW diameters: 2.5, 3.25, 4 and 5
Ussually GMAW diameters: 1.2

I think the answer is in ASME CODE (maybe IX), but I can not remember where

It isn't.

It's one of those wives tails, like the one about driving moisture out of the steel before welding it.

The limitations for prequalifcation for AWS are found in AWS D1.X , i.e., D1.1 for structural steel, D1.2 for Structural Aluminum, etc.

Oscillation is not a variable for the SMAW process. Are you referring to a weave bead technique, as opposed to a stringer? It is often stated that the weave bead should be no wider than three times the electode diameter. That is a common industry practice, but it is not in the ASME IX Code.
