What is the difference between E7018-H4R electrode vs. E7018-1 ?

Can the E7018-1 be substituted for E7018-H4R ?

(note: they both have the same F No.)

The -1 refers to specific impact requirements for low temperature service (avg min of 20 ft-lbs at -50 deg F).

The E7018- H4R refers to a low hydrogen, electrode, with no impact requirements.

Can you substitute? It depends on the specific service application. I would strongly recommend you review AWS SFA 5.1

They are both the same electrode - one meets the impact test requirements and the other meets the requirements of the Absorbed Moisture and Diffusible Hydrogen tests.
If it was E7018 being replaced with E7018-1 or E7018-H4R, no problem, but as specific testing was nominated for your original electrode you need to ascertain why ? As metengr stated, specific servive application may have a lot to do with it.

What I was trying to ask in regards to substitution of electrode was if the E7018-H4R (good to -20F) for welding P1 to P1 materials with 70ksi strength, could be welded using E7018-1 (good to -50F)with the same results.
 
Yes, provided good welding practices are followed in terms of preventing hydrogen embrittlement (delayed cracking).
 
As with any electrode it is imperative that the electrode be stored and used properly. We use rod carriers for each welder using 7018 in the field. The are relatively inexpensive and work very well, Once a can is opened it is kept in a rod box unless there are only a few left then it gets tossed.

One od the biggest violations I see with 7018 is the welder sticking them in his back pocket on a hot day. Another is leaving them on the shack table on very humid while going to lunch.
 
Or welders using the rod oven to dry their wet boots. Anybody have some other good horror stories about discoveries in the rod oven?

In regards to the welding electrodes, in order to save confusion at my site, I wanted to start ordering all E7018 electrodes with the "-1" designation to cover all circumstances where our temp requirements on carbon steel material may drop below -20F.(i.e. repair to prssure vessel shell rated to -50F) but still be able to use the remaining electodes on everday fabrication where temp requirement is only to -20F. (instead of keeping them in the boot dryer/ rod oven) til our next need for these electrodes. Thank you all for your responses.
