Welding on in-service pressure vessel 1

I need to attach a grounding conductor to a vessel either by welding, brazing, or bolting (drill and tap). Is it permissible to weld or bolt to the supporting skirt or gussets (vs. the listed vessel) without voiding the vessels' certification? Where would I find requirements and/or procedures for carrying out this work?

If it is a not a pressure retaining part there should be no problem. Attachment by bolting would be preferable to stay away from any heat treatment concerns.
