My guess, a butt weld with V-preparation, 5 mm thickness, leave cap as is ( = surplus thickness, no grinding) using the mentioned rods (8013). D34 is probably the designator for that joint, it's unlikely that the pipe diameter is mentioned in a weld symbol. The 40 should be weld length, but again that is unlikely to be mentioned for pipe welds as the weld length is not variable (for a fixed diameter of course).
