For a deck plate of 18mm thick, I would like to add a bracket type structure on the deck plate.

I wish to provide fillet weld of 25mm between bracket and deck plate which is carrying shear load. Is it possible?

Someone needs to complete the calculations and confirm.

I would be concerned about the practicalities of that size weld, given the parent metal size.

Weld a larger 18mm plate on your bracket, using stiffeners if necessary, then weld the 18mm plate to the deck plate with up to an 18mm continuous fillet weld.

If this is in the design stage and it is a large structure such as crane foundation, I would suggest the use of a Deck Insert plate of 25mm.
If this is an existing deck and your application is something like seafastening a unit, i would propose a doubler plate (as BigInch has suggested above) or a skid above the deck plating to install the bracket.

Use Lloyd's Register weld factor 0.44 to 25 mm , this gives a double fillet 11 mm (throat!).As ship plan approval surveyor I have seen larger fillets in seafastenings..
