wet basement

Help. We are adding a two story addition, with a walk out basement apartment. The foundation is near a 38 foot dug well.We have tarred the blocks, put in perforated pipe covered with stone.The outside wall is still exposed. I see a wet spot, four foot square, on the inside block, around 4 to 6 feet below ground level. After two dry days, the surrounding soil and stones are dry, but a four foot wide patch of soil and stones are damp. What can/ should I do before I must continue the construction?

Honestly? You should hire a geotech engineer or a geologist. You have not even come close to giving enough information for anyone here to provide you with a feasable answer. An engineer would need to see the site, find the soil type, perhaps prepare a complete soils report (if one hasn't been done already), investigate the well, etc...
