I have found many books on this type of water quality treatment pond. However, I believe that the one thing I would like to find out has yet to be published.

I would like to know if anyone has seen a list of variables of wet ponds (i.e. vegetative bench widths, length:width ratios, and volume sizing) and the effect of those variable changes on the qualty of the discharged water.

Any help would be greatly appreciated. Thanks in advance.

A good reference I found was "STORMWATER TREATMENT" by Gary Minton (try a search for Resource Planning Associates in Seattle).
It's a pretty thorough look at a variety of stormwater treatment techniques. Plus, published in 2002, it is about as up to date with our current understanding as most reference books.
