If replacing a 8" carbon steel hairpin exchanger shell (with inlet / outlet nozzles and flanges) with stainless steel. Will be reusing the outbound return and and tube bundle. What ASME data report should the fabricator use for this replacement shell? Would this be considered an alteration and a R2 form used?

Also, since the return and tube bundle will be reused what would happen to the original data plate on the carbon steel shell and the new data for the stainless steel shell?

Changing from carbon steel to stainless would typically be considered an Alteration, especially if the wall thickness changes, the corrosion allowance is reduced, or if the allowable stress of the new material is lower than that of the original material.

The original nameplate will have to be retained and mounted onto the new shell.
