What EN Euro code that limits the number of nuts in bolts in connections?

We have this situation on site that the contractor has installed longer bolts than required due to unavailability of the bolts in the market. That they added additional washers up to 3 washers just not to exposed the unthreaded shank when tightened. Is there a code limiting the number of washers in bolt head and nut sides?

EN1090-2 allows the use of shims or max. 3 washers with a combined thickness of max. 12mm in certain circumstances.
