What has priority, notes or title block?

I have a number of drawings that have a note that states the tolerance is +/-.010, +/-.025, etc.. The standard title block on all the drawings have a hard written tolerance block with +/-.005. This is not a variable field, just +/-.005 on all formats.

I now have one vendor that is questioning it. I don't want to manually update the format on individual drawings out of fear that someday down the road someone will change the format to a different size or when there is a new company logo and then the tolerance would change back to the standard title block tolerance. I suppose I could change the title block tolerance to a variable but then there is a chance that other may forget to set the variable on new drawings.

I have looked thru the ASME specs but haven't found anything that states that notes take precedence over the title block. Does anyone know if there is anything called out stating what has precedence? How is everyone else handling this situation?

I think this thread is coming to an end. I would like to thank everyone that participated for their knowledge and insight on how things operate within their own organizations. Although we never did find any statement in the ASME specs, this thread did provide valuable information. I also have more justification on how to proceed going forward.

Sorry, one late vote for crossing/striking through the title block tolerance.

I don't think ASME gives specific guidance about striking through tolerance blocks that I'm aware of.

Could you amend the note to state that the note takes precedence?
 
One problem with the default tolerance block on a drawing is it's taken for a guideline. The ONLY purpose of the tolerance block should be to clear the drawing of repeated tolerances. A designer should always put all the tolerances needed and justified on the drawing then eliminate the ones that could be deducted from the tolerance block. But it never end up like this. There is always very little time to release the drawing (putting dimensions fast with 3 digits) and then much more to revise it!
