What in the World is Going On Here? 3

These two pictures were taken by a coworker while in Las Vegas on vacation. It appears that the entire steel frame of a 3 story building has been constructed on a story of scaffolding with a wood floor. Can someone please enlighten me on why this is done and what will happen next in the construction sequence? I'm just baffled on what is going on here and why it would be done this way.

Thank you, bugbus! Star for you! Those pictures were really throwing me for a loop structurally.

It's frankly amazing how much money flows through Formula 1. Those are some very nice temporary grandstands and they are not even on pit row!

In the first couple of corners there are the buildings I think on the LHs (circuit is anti clockwise) so just past the pits.

That area on GE looks like a building site alright....

The bottom bit is useless for viewing due to the catch fencing and barriers.
