To evacuate pumped material from behind the impeller.

It also keeps the pump shaft seal at suction pressure rather than at discharge pressure, and provides better cooling for the seal.
 
Probably the most important reason is that is balances the pressures on both sides of the impeller so there are not high thrust loads on the pump bearings
 
This design is normally only seen in slurry pumps. It is to remove material from the area arround the seal. It should never provide a vacuumn as you could draw air into the pump. Sometimes they are designed to maintain high ciculation arround the shaft and seal.
 
Also found in paper stock pumps as well as many process pumps, can also be found on the front shroud of slurry pumps, so they become "front" pump-out vanes.
