Depends upon the context.

IEEE publishes are series of "standards" for various topics of facilities engineering - the series is known as the "Color Books."

UL also publishes a couple of books which tend to be known by their colors, e.g. UL "White Book",

(Green Book) White card

(Yellow Book) Yellow card

The UL Hazardous Locations directory is known as the "Red book."

There may be others - these are ones of which I know.

In addition to tommon's list, EPRI publishes an ac transmission line reference book which is also referred to as the red book.
