What is the general practice of grounding the sheath of control cables especially in HV substation/ switch yard. Do you ground the sheath or screen of the cable only at one end or at both the sends of the control cable?

One end.

Agreed; one end ONLY so as to preclude circulating currents.

In HV substations, control cable sheaths are typically grounded at one end, known as single-point grounding. This minimizes circulating currents and provides a reference point for the control system. Double-point grounding may be used in specific cases, but adherence to manufacturer recommendations and system design considerations is crucial.
