Hi,

What is the purpose of the serration on the following lug nut?

These are used on Toyotas with alloy wheels.

Many thanks,

Ben

Is the washer free to spin?

All a bit odd, but looks very much like some sort of mechanism to hold the washer in place and not allow the nut to lose the washer.

It's a pretty standard feature on lug nuts for alloy wheels. Yes, the washer spins. The washer isn't essential to prevent galling, but it probably helps.
