What would be the Year Built for a large Economizer Module if the fabrication was completed in December 2012, but the final hydrostatic test did not occur till January 2013? All the fabrication (4 to 6 months of work) was completed in 2012, but final inspection (hydrostatic test & stamping) does not take place till 2013. Is the Year Built 2012 or 2013?

ASME Sect. I, Table A-354, Note 9 says it is the year the fabrication is completed. It seems funny that "Date Inspected" on Data Report could be 1/2/13 and Year Built could be 2012?

2013. The fabrication was not 'complete' until the vessel passed hydro testing.

"Year Built" isn't very important, actually. The In-Service date and the Code Year are much more important dates to the 'care & repair' of that boiler. BTW, your Code Year should be "2010-A12", and was set when the design was finalized and the ASME traveler was written & approved.
 
The code year may not be the date the design finalized. Normally, it is the latest code year the time the vendor bids on the project. Between Inquiry and PO, if code changed and become mandatory implementation (one year after code issued), re-inquiry is required to make sure vendor will comply since it could have commercial impact. Once PO issued, code year and addendum are fixed, regardless how long the design or fabrication will last. This is our practice to simplify things. It will be a mutual agreement between buyer and fabricator if they want to catch up the latest changes after PO.



 
Code used to become mandatory 6 months after issue date....has that changed recently (with elimination of Addenda)? Example, date issued is July 1, 2012 then becomes mandatory Jan. 1, 2013.
 
well, may be my memory got messed up. These days after new year holidays, still dizzying..
 
As I understand the original post, the question refers to the date to be stamped on the vessel, not the Code edition used. Fabrication is completed with the final inspection and hydrotest. Therefore the "Year Built" is 2013.
