Seriously? How about some context?

First guess is a relay, but it cold be a circuit breaker, or a myriad of other possibilities... can't be more certain without context.

It depends on what happens between the two connections. Many diverse types of electrical components can be mounted on DIN rails as this one is.
 
Those are called DIN-Rail Terminal Blocks. Often with the designation "modular" tossed in. They are modular because you can add or subtract single points into the block.

In this case the tan ones are standard blocks and the green/yellow ones are specifically called "grounding terminal blocks". Grounding terminal blocks tie any wires brought to them to the DIN rail via teeth that grip the DIN rail. You can see them in the top ground terminal block. The ground terminal blocks are typically obscenely priced. The standard ones cost about a dollar or two whereas the grounding ones might cost $6 to $8.

As itsmoked says, that is a DIN rail mounted component. That number on it probably is a serial number. There should be a part number on there somewhere. I have been very successful at typing these into Google.

The grounded terminals also look like they're being used as DIN anchors or end stops, and not as terminals.

The grey terminals can slide along the DIN rail and need something to prevent them from coming off.
 
It appears to be a grounding location on a piece of machinery.

[li]E14 is identifier label for a grounding connection bus (or "E" earthing for my Euro colleagues).[/li]
[li]494... is a part number of the green/yellow grounding terminal block, green/yellow coloring is commonly used to identify grounding terminal blocks. Sometimes the grounding blocks are designed with metal lugs to electrically connect the terminals to the DIN rail which is grounded to system.[/li]
[li]The beige components are just more terminal blocks to enable a gang of wire terminations. There may be jumpers mounted to electrically connect then all to the ground blocks.[/li]
