What Metal Has the Strongest Magnetic Attraction ?

I am looking for metal which will have a very strong attraction to an electromagnet, and I need a metal that would not grow rust.
The metal needs to be unmagnetized after the electromagnet stop working.

No rusting means that either the alloy contains Cr (12% at least) or you plate it with either Cr or Ni.
High attraction means that it has high permeability and saturation values.
And you want a low coercivity.

You might start with a well annealed piece of 409 stainless, and compare other materials to that.

Unless coatings not allowed, rust can be divorced from the material equation.
